Synopsis

When the Soviet Union broke up, Kaliningrad became a small Russian territory cut off from Russia, encircled by Lithuania and Poland, which are part of the European Union. Yet this former German city often feels closer to Berlin than Moscow.
For the Kremlin, Kaliningrad's affinities with Berlin have pros and cons. At a time of mounting tensions between Russia, NATO and the European Union, Vladimir Putin has to weigh the risk that Kaliningrad's denizens will embrace European values against the strategic usefulness of an outpost in the West.
