Culture within the European Union

The Maastricht Treaty of 1992 included a chapter on “Culture”, but it took some time for the European Commission to actually put a Cultural Agenda in place. For whilst economic, social and legislative Europe all too often struggles to foster a harmonious European identity, culture remains the greatest ally of European citizenship.
